Libraries as Community Hubs: A New Handbook for a Changing Europe

In an increasingly interconnected and dynamic world, libraries are no longer simply places to borrow books. Across Europe, they are emerging as community hubs — vibrant, inclusive spaces where people of all ages come together to learn, connect, create, and participate actively in civic life.

As we continue working on Work Package 5 of the project, we are finalizing the forthcoming Byblios Handbook — a key result of this phase. This handbook brings together insights and contributions from across Europe to support the transformation of local and school libraries into inclusive and dynamic community hubs. Built on the work of previous project phases, it reflects the rich exchange of ideas from international working groups and interviews, offering practical tools, good practices, and forward-looking recommendations. It is not just a document — it is a collective vision for the future of libraries.

At the heart of this work are the international working groups formed during the project. These groups brought together different experts and stakeholders from diverse countries and backgrounds. Their mission was clear: collect good practices, innovative ideas, and concrete proposals to support libraries in becoming responsive and engaging community spaces.

Through interviews, collaborative sessions, and cross-cultural dialogue, we explored how libraries can expand their roles — offering tailor-made services, creativity spaces, and learning environments that reflect local identities and address the challenges of our rapidly changing societies.

The handbook integrates key insights from WP3 and WP4, including:

  • A collection of tools and good practices already in use across Europe.

  • Guidelines to support the design of new, community-driven library services.

  • A spotlight on the evolving skills librarians need today to act as cultural facilitators and innovation enablers.

  • Links to resources that can inspire and support local action.

The result is a freely available resource designed for librarians, school leaders, adult education providers, education staff, local authorities, and cultural organizations. Whether you're looking to transform your library into a makerspace, launch intergenerational learning programs, or strengthen local partnerships, this handbook offers practical inspiration grounded in real experiences.

Most importantly, it amplifies the voices from the field — the professionals and community members who shared their reflections, challenges, and hopes for the libraries of tomorrow.
